School For Deaf Saga: FG Declares Investigation Inconclusive Over Petitioner’s Non-appearance.
























The minister of Education, Mallam Adamu Adamu has declared report of the committee to investigate allegations of sexual abuse of vulnerable minors at the FCT School for the Deaf, Kuje, Abuja inconclusive due to the failure of the petitioner, Dr. Hannatu Usman Ayuba to appear before the committee.

On February, 12 2019, the Federal Ministry of Education, had inaugurated a 17-man committee to investigate the allegations of sodomization, poor feeding, sexual abuse, cannibalism and cult activities in the school which was brought by Dr Ayuba, whose son Muhammad Imran Kanun was a pupil in the school.


The minister in a press briefing yesterday stated that an earlier committee was set up involving members from the Ministry and the Federal Capital Territory, with assistance of the security agencies after Dr Ayuba made the allegations adding that efforts to make her appear before the previous committee failed with the committee debunking most of her allegations.


“Shortly after the submission of this report, Dr. Ayuba appeared in the Federal Ministry of Education and she was told that the committee had submitted their report. Rather than laying her grievances with either the Permanent Secretary or the Honourable Minister, she went to the media. And the news broke in the Human Rights Radio. “Some of you here will recall that I had appeared on one edition of the Human Rights Radio programme and promised to set up a broad-based committee to thoroughly investigate the many allegations made by Dr. Hannatu. Last Friday March 22, the Committee submitted its report to me,” he said.




He explained that on the Sodomisation of the victim, the committee could not confirm whether or not the boy was molested as several invitations both orally and in writing sent to Dr. Ayuba,  to appear before it and to bring her son who she alleged was sodomised by an older student of the school in primary five, Sani Isah Filo, who also serves as the school father of Imran, was not honoured.

The minister ,however, said that the police report to the Committee stated that they were able to obtain a confession from Sani who admitted abusing the child and has been remanded in Keffi Prison.


Adamu added that from the investigation, the Committee found out that the children were reasonably fed and that there was no evidence of malnutrition as observed and confirmed by the 12-member independent medical team adding that the claim of children eating faeces was therefore ridiculous and irresponsible.

The minister added that the case of Sexual abuse, cannibalism, sucking of human blood and existence of cult in Kuje area which initiates children into it also unfounded and baseless as no parent reported any missing child or of children dying in the school at least for the past five years.




 “The medical team I had mentioned earlier which comprised 12 doctors from both the public and private sectors, carried out a random medical examination on 170 out of the 630 children of the school and did not find any evidence to support this claim. There was also no evidence of blood extraction found,” he said.


Adamu who wondered the motive of the petitioner in the allegation, revealed that investigation showed that Ayuba, upon reporting the incidence to the school authorities in December 2018, she had written 12 different organisations, including banks and donor agencies, seeking financial assistance in the name of the PTA of the school without the knowledge and consent of the chairman of the PTA.


The minister, however, said that doors are still open for her to come forward and say her side of the story because as things stand today,  “this report is inconclusive as her major allegation of her son’s abuse has not been conclusively established nor can it be dismissed with a wave of the hand”.


Dr Ayuba while reacting stated that she had written to the committee to collaborate with the police which had carried investigation on the matter adding that doctor who was helping with the rehabilitation of her son had advised that against exposing the child to any other interrogation.


She denied using the name of the school to seek for assistant adding that the report was just aimed at painting her black.
